Rich Communications Services (RCS) were tipped to generate global revenue of $52.2 billion for operators by 2028, as brands are expected to shift towards new advertising channels to boost user engagement, research company Mobilesquared revealed.
In a fresh report, the company said advertisers will transition investments from “ineffective digital banner advertising” to RCS campaigns in the next seven years, as the communication protocol provides “a new channel of engagement that delivers a highly engaging, extremely interactive digital platform right into the hands of consumers”.
Mobilesquared noted RCS will provide safe and fraud-free communication as it is a trusted operator channel which verifies senders prior to message distribution.
The company estimated there will be 700 million RCS users by the end of 2020, with the number set to hit 5 billion by 2028, representing 61 per cent of all smartphone users.
Brands were likely to “waste” more than $917 billion by 2028, if they failed to divert advertising budgets from banner ads to platforms like RCS, Mobilesquared highlighted.
FG Orders Illegal Spectrum Users To Seek Authorization Or Face Sanction
The Federal Government of Nigeria has charged private and public entities that use the radio frequency spectrum or operate radiocommunications equipment without government permission to regularize their operations.
The Permanent Secretary, Federal Ministry of Communications and Digital Economy, Mr. Musa Istifanus said they are to apply to the Ministry to obtain appropriate authorization to avoid sanctions and/or possible prosecution.
The Permanent Secretary disclosed this during a-two day Sensitization Workshop titled ‘Implications of Irregular and Illegal use of Radio Frequency’ through physical/virtual meeting holding at the Atrium Event Centre, Port Harcourt.
In his speech read by Technical Assistance, Engr. Dr. Patrick Oghuma, he stated that members of the public, private companies and organizations were advised and encouraged to cooperate with Ministry’s officials that are on regular routine inspection duties of premises in order to curb incidences of irregular and illegal use of radio frequency spectrum and operation of radiocommunication equipment without due authorization.
He informed members of the public and all stakeholders that the Ministry’s enforcement team is also on regular inspection duties of premises that have radiocommunications installations, especially those that use walkie-talkie radios to ensure that they are duly authorized to use such radios.
Istifanus pointed out that all licencees of the Ministry are expected to fulfil their financial obligations by paying up the annual renewal fees as required by their licence conditions to avoid withdrawal of their licence(s).
The Permanent secretary said that Spectrum Monitoring Reports in the past few months indicate that individuals and some organizations use the radio frequency spectrum and operate radiocommunication equipment without due authorization.
In his words, “out of 300 frequencies that were monitored recently, 106 of them were found to be used without due licence. It should be noted that such users could either cause harmful interference to duly licensed users or pose security threat to the nation, because they neither have licence to use the frequencies nor the permission to operate radiocommunication equipment”.
He said the Ministry obtained Federal Executive Council (FEC) approval in 2017 to procure state-of-the-art radio spectrum monitoring and denial of service equipment.
The equipment is used to monitor the radio frequency spectrum to help in minimizing incidences of harmful interference by radiocommunications operators through irregular and illegal use of the scarce radio frequency spectrum resource amongst many other uses and to deny service to those entities that blatantly refuse to obtain licence or fulfil their financial obligations to the Ministry/Government.
In his presentation, the Director (Radio Monitoring System), Engr. Kilyobas Binga pointed out that the Ministry has |Five radio monitoring centres in South West, Northwest, South South, and Abuja and the six monitoring centre would be cited in South East for efficient and effective monitoring of the entire radio frequency space of the country.
He added that, spectrum monitoring is one of the key elements of a national spectrum management system which support frequency planning, assignment process, licensing and enforcement.
In his contribution, the Deputy Director-General, National Commission on Small Arms & Light Weapons Control (NATCOM), Professor Atte Timothy stated that there was frequency jamming which made some people to jam security intelligence and there is the to come out with standing order on how to regulate the use of walking taking equipment in the country.
Earlier, the representative of the Chief of Army Staff, Brigadier General E.O. Agbebaku noted that spectrum management monitoring is one of the key elements of national spectrum management system adding that the Military is ready to collaborate with the Ministry to cover the existing gap of distance frequency and resistance to enforcement spectrum rules and regulations.

ITU Updates Maritime Manual and Table of Frequency Allocations Software
The International Telecommunication Union (ITU) today published the Radio Regulations Table of Frequency Allocations Software as well as the Maritime Manual, which provides details on the modern maritime radio systems and the operational procedures to be followed by a ship or coast station in the event of a distress situation at sea.
“We are delighted to avail the Maritime Manual and the Table of Frequency Allocations Software to our membership, which are the result of the hard-won agreements reached at the 2019 World Radiocommunication Conference,” said ITU Secretary-General Houlin Zhao.
Mario Maniewicz, Director of the ITU Radiocommunication Bureau said: “Having a reliable means of communications plays a key role in the safety of maritime traffic. With the updated Maritime Manual, countries have the opportunity to explore and leverage emerging innovative technologies in maritime communication to enhance safety and security at sea.” He added: “The Table of Frequency Allocations Software is an important tool to help ITU members promote the efficient and effective management of the scarce radiofrequency spectrum.”
The two-volume manual provides the maritime community and telecom regulators with a description of the radiocommunication technologies, frequencies and procedures used in the Global Maritime Distress and Safety System (GMDSS)– the internationally agreed set of safety procedures, frequencies, types of equipment, and communication protocols, developed through cooperation between ITU and the International Maritime Organization (IMO).
The publication of the Maritime Manual follows the September release of the 2020 edition of the ITU Radio Regulations: the international treaty governing the global use of the radiofrequency spectrum and satellite orbits.
The Maritime Manual is published in accordance with Article 20 of the Radio Regulations and is the result of extensive work carried out in the Radiocommunication Bureau. Volume 1 provides a comprehensive overview of the maritime radio technologies, describes the organization and operation of the GMDSS and other maritime operational procedures, while Volume 2 compiles the relevant ITU regulatory, technical, and operational texts related to maritime communications.
According to Appendix 16 of the Radio Regulations, the Maritime Manual is required to be carried by all ships in either print or electronic format.
Radio Regulations Table of Frequency Allocations Software
ITU also released today an updated version of the Radio Regulations Table of Frequency Allocations Software.
Designed and developed by ITU, the software is a stand-alone application that provides users with a mechanism to electronically use, query and analyse the Table of Frequency Allocations and its associated footnotes, as they appear in Article 5 of the Radio Regulations, as well as other related texts including World Radiocommunication Conference (WRC) Resolutions, and ITU Radiocommunication Sector (ITU-R) Recommendations and Rules of Procedure.
The Radio Regulations Table of Frequency Allocations (TFA) Software enables the extraction from the TFA of regional or country-specific regulations for the presentation of Regional or National Tables of Frequency Allocations, respectively. Its use is limited to the scope and boundaries of Article 5 of the Radio Regulations.
The application is designed to run on any individual personal computer and does not require network nor Internet connection to operate efficiently.
ITU is constantly updating and enhancing the software after the release of the new edition of the Radio Regulations following each WRC. The coming years feature a plan to link the software to the Terrestrial and Space International Frequency Information Circulars (BR IFICs), which would allow cross-checking with the content of the Master International Frequency Register (MIFR).
